【摘要】:1.1WhatThisGuideDoesThisguidehelpsdesigners,builders,homeowners,andotherstakeholderstoidentifyandevaluatebenefitsandcostsinordertomakeefficientchoicesbetweentwoormoretraditionalalternativesandbetweentraditionalalternativesandnew-technologyproducts,systems,materials,anddesigns.ItdirectstheuserstoASTMclassifications,practices,adjuncts,andcomputerprogramsthatimplementtheappropriateeconomicmethodtoevaluatethesebenefitsandcostsinmakingtechnologychoices.Thefocus,however,isonanine-stepprocessforusingtwoASTMpractices-life-cyclecosting(LCC),E917,andtheanalyticalhierarchyprocess(AHP),E1765-tomeasureandevaluatetheeconomicandoverallperformanceofinvestmentsinsingle-familyattachedanddetacheddwellings.Thisguidecontainsthreeappendixes.Thefirsttwoaredesignedtohelpusersidentifyandevaluatebenefitsandcosts.containsaclassificationofbenefitsandamethodologyforestimatingthesebenefits.containsaclassificationofcostsandamethodologyforestimatingthesecosts.illustrateshowtoevaluatetheeconomicperformanceofthreealternativecarpetmaterials,twotraditionalproductsandanew-technologyproduct,whenconsideringtheguidefordurability.1.2PurposeofThisGuideThepurposeofthisguideistohelpusersmakecost-effectivechoicesbetweentraditionalalternativesandnewtechnologiespermittedunderperformancestandards.Thisguide(1)explainshowthelackofeconomicinformationdiscouragestheintroductionofnewtechnologies;(2)helpsdecisionmakerstoidentifyandclassifythekeytypesofbenefitsandcostsassociatedwithbothnewtechnologiesandtraditionalalternatives;(3)showshowtoselectalternativesthatmeettheperformancestandards,butcostlessthantraditionalalternatives;and(4)showshowtoincorporatenonfinancialinformationintothedecision-makingprocess,enablingperformancetobedefinedandusingcostsandothercriteria.1.3RelationshipofThisGuidetoOtherPerformanceStandardsGuidesInthisguide,economicanalysisisusedtoevaluateandcomparetheeconomicperformanceoftraditionalalternativesandnewtechnologiespermittedunderperformancestandardsforsingle-familyattachedanddetacheddwellings.Usethiseconomicanalysisguideinevaluatingalternativespermittedunderanyoftheother15performanceattributes,eithersinglyorincombination.Theobjectiveofeconomicanalysisinthisguideistoidentifycost-effectivechoicesamongtraditionalalternativesandnewtechnologiespermittedunderperformancestandards.Theother15performanceattributesdefinethescopeoftheeconomicanalysis.Thatis,cost-effectivenessderivesfrombettereconomicvaluewhileprovidingcomparableorbettertechnicalperformanceforeachattribute''sO-C-E-Cperformancestatements.Consequently,toevaluatetheeconomicperformanceofalternativeresidentialdesigns,materials,products,components,subsystems,orsystemspermittedunderperformancestandards,theuserofthisguidemustfirstselectoneormoreattributes,usetheO-C-E-Cframeworktodevelopandpresentthecorrespondingperformancestatements,andidentifythealternativestobeevaluated.,forexample,evaluatescarpetingwithrespecttothedurabilityattributeandtheeconomicsattribute.
